The reason for blaming Philips parents are stated in chapter 9 page 28, Philip admits that Philip didn’t like Miss. Narwin and that she, Miss. Narwin had it in for him. This is also stated in page 32 that the teacher Miss. Narwin is supposedly has it in for him and that Philip could fail and take summer school.
