Jeff Wisgerhof is the Vice President of Training and Education for TMC Transportation. TMC Transportation is the industry’s premier over the road flatbed trucking company. In an organization where truck drivers are the revenue source for the company, Wisgerhof has the critical role over overseeing the company’s 200 person training team. The training department consists of management, instructors, and drivers who serve a dual role of training and over the road truck driving The trucking industry is volatile, with a 108% average turnover rate (industry-wide), shortage of drivers, high training costs and high liability, proper driver training is a critical component to the success of the business.
TMC has 90 drivers in training at any given time, with a pipeline of 30-50 new drivers coming in every week. At a training cost of $11,500 per driver, it is imperative that there is complete control over the system. As Wisgerhof explains, “Driver training in this organization dictates the future growth of the company.” He would go on to explain that he does not run an assembly line to get drivers trained in order to generate revenue. In Singapore, the taxi industry was highly regulated and organized. Drivers are required to hold a valid Taxi Driver's Vocational License which could be obtained after completing their training course at the Singapore Taxi Academy and passing a theory test. Comparatively, Taiwan drivers only need to pass a basic driving test to become a cabbie. This difference in credentials shows the control and regulatory differences between the two cultures in the taxi industry. As a result of the rules and regulations in Singapore and the lack of rules and regulations in Taiwan, the regions gain two completely different types of taxi drivers. Within the United States and throughout the world we have young men and women driving for the first time. Furthermore, there are some concerns with young drivers not being responsible enough to handle the operations of a vehicle without doing harm to themselves or someone else. Consequently, we need to apply stronger restrictions on new drivers from the age of 16-21, in doing this the mortality rate will begin to drop.
Driving a truck can be a great way to make a living without a college degree. Truck driving is one to the most rapid growing occupations. The Commercial Vehicle Training Association states that, “The truck driver occupation is listed as an occupation with the most growth by the Department of Labor, Bureau of Labor Statistics. (Commercial Vehicle Training Association)” This is very good for people who are trying to get into this occupation. This means that anyone that passes all the requirements is basically guaranteed a job. The Federal Motor Carrier Safety Administration says, “The Administration operates a program to improve safety performance and remove high-risk carriers from the Nation's highways. (Federal Motor Carrier Safety Administration)” Programs like this exist to help make the roads as safe as possible for everyone. Without these programs there would be hundreds of careless and unsafe drivers on the road. In closing, many programs have been setup to keep all other drivers and the company’s materials safe.

In the case of the DMV adhering to the Assembly Bill signed by Governor Brown, the DMV had to make drastic operational changes based on the influx of customers that was expected to apply for a license under AB 60. It was estimated that it would cost the DMV approximately $140 million to $220 million over three years to issue approximately 1.4 million new drivers licenses. Most of the funding provided by the Office of Traffic Safety would go towards obtaining new facilities to process application; hiring of new staff; training staff; and acquiring the technology needed to process the applications. The authors suggest in the above research article that there must be a strategic plan; planning provides a platform for the next mission. The authors indicate that in order to plan, there must be a vision, a goal, an objective and the forecasting of how success will be measured. This rule applies to all of the DMV’s future outcomes as notes previously; however, when it comes to self-driving cars, safety is paramount. An increased demand for trucking services accompanied by the retirement of much of its workforce have produced the current truck driver shortage. The problem is further exacerbated by the high turnover rate of new hires. Although many people are attracted to the low barrier to entry of this profession, they quickly learn that the work isn't for them when they encounter the previously discussed difficulties. An increasing number of truck drivers on the road are inexperienced, and the high turnover rate perpetuates the problem because few truck drivers remain long enough to gain sufficient experience and proficiency.
Companies need to understand who they are putting on the road with their equipment and supplies on their behalf. Driving behaviors and personal leisure are essential to valid and comprehensive allegations when it comes to hiring and attaining a driver (i.e. hire a driver that is a professional in spirit).
Coming up with a rough estimate of the cost to hire a new driver, the total estimated cost is $1,097.18. I was able to come up with this figure by talking with the head of human resources at Glen Raven, Annette Rose. This rough estimate included 50 hours of training at a pay of $15/hour, criminal report, pre-employment drug testing, and other background checks. This figure does not include the time that other employees at Glen Raven must spend training and filing the necessary forms to hire a new driver. Rachel Meyers is a Senior Chief Transportation Consultant for the United States Department of Transit - Federal Transit Administration (FTA). Ms. Meyers has worked for the FTA for twenty-five years and previously worked for National Transportation Consultants (NTCI) as a Consultant. Ms. Meyers has a Bachelor’s degree in Occupational Safety with a minor in Communications and a Master’s degree in Safety Management. Ms. Meyers has attended the Federal Aviation Administration academy and volunteered at the academy. She is a member of the National Safety Council, the American Society of Safety Engineers, and the National Transportation Safety Board (NTSB). She solely creates consulting recommendations for matters regarding transportation and safety.
As part of the annual driver training each driver participated in a one-on-one driver training with 911 Driving School. Each session began in the garage with a thorough vehicle inspection, instruction in the Air Brake Test and 2 hours of on-the-road training.
