Railroads can be used human passenger traffic, or the transportation of freight and shipments from one destination to another due to the fact that “trains are four times more fuel efficient than trucks” (Association of American Railroads [AAR], 2015), and the fact that railroads also “reduce highway gridlock, lower greenhouse gas emissions, reduce pollution” (AAR, 2015). In fact railroad transportation according to United States Department of Transportation’s Federal Railroad Administration, “rail network accounts for approximately 40 percent of U.S. freight moves by ton-miles (the length freight travels)” (Federal Railroad Administration, 2010). The last article then shows an example of what can happen in the .001percent of releases that do occur and how serious the problems stemming from the release can be. Something that the articles above however, do not take into consideration is the threat of terrorist attacks against railroad. The testimony “Terrorism and Rail Security” by Jack Riley looks at the issues including the threat of hazardous materials utilizing the railroads that can potential be used as par of a terrorist attack, as well as railroad security both on the passenger and the freight side. In his testimony Mr. Riley finds that there needs to be a coordinated federal policy on rail security that encompasses the fright and passenger side, as well as the need to continue to utilize simulations and exercises to further find and then reduce the vulnerabilities encompassing the security of railroads (Riley, 2004). His testimony outlines many issues that may have not been looked at before and that need to be worked on to prevent hazardous materials using railroads from being used as terrorist
