Housing codes in this country shape the way we live. They tell us everything from what is considered to be a bedroom, to how many people can live in one dwelling. Max Page and Ellen Pader looked at two different examples of the way the US’s housing policies have had a major impact on our society. Page examined the tearing down of the slums in New York City. The government claimed that the buildings were old and unsafe, and thus needed to be demolished. Pader looked at eviction of ethnic groups, particularly Latinos, from their homes in Chicago. The rational for the evictions was that there were too many people occupying one space. This was unhealthy, and thus whole families lost their homes. In other cultures, such as Latin America, the norms of spatial arrangement are much different. People routinely sleep in kitchens, hallways and whole families share houses. However these policies were attempting to Americanize the immigrants, and rid them of their heritage. The codes also put a burden on the lower class citizens. By defining what a bedroom was, and how many people can sleep there, the government was telling people what size properties they needed to buy for their families. For the immigrants, who generally lived all together as a family, it meant that they were less able to afford good housing. (Pader 883) Families were routinely shunted to the streets for violations of the codes. However the government saw these steps as necessary. They were attempting to infuse American values and norms onto the immigrants. Two people per room is deemed reasonable and justifiable in our culture. It is engrained in our brains that this is just the way things are. However this spatial arrangement was derived from the lives of upper class Englishmen. (Pader 888) They came about when the immigrants who originally colonized this country, set the norms of the society. When new immigrants came over who were seen as inferior, those living here attempted Americanize them in their image. In the hopes to change their mentality and previous perception of norms. The other main code imposed on the people in Chicago was a people per space ratio.

Political forces, which are controlled by the government, can majorly influence and change the way people live their life. From the Federal Housing Administration, which enabled citizens to become homeowners by underwriting mortgages, to the Interstate Highway Act, that change the route of expressways, political forces can dramatically change the way a city runs and functions. Wilson (2011) states, “In short, public housing became a federally funded institution that isolated families by race and class, resulting in high concentrations of poor black families in inner-city ghettos” (pg. 14). The problems that arise from housing are numerous. Housing takes up more than half of all real property tax. Not only that, it’s also the largest issue in a family’s budget. The federal government spent $38 billion in preferential subsidies and $2 trillion on housing in total in the year 2006. Rigid zoning codes prohibit certain types of housing from being built. This prevents some citizens from being provided with homes that fit their budget and ads to the chronic problem of homelessness our communities face. Too many houses can crowd neighborhoods and make transit difficult. They can also obstruct view and, when foreclosed upon, lead to plummeting property values.
For the past fifty years the shift from meeting the housing needs of the poor through government projects-based housing to a more individual approach, has been slowly implemented. Housing vouchers now enable underprivileged populations to move from high-poverty, segregated neighborhoods to more un-segregated, low-poverty neighborhoods. Low-poverty neighborhoods have less crime, better opportunities for employment, and more diverse schooling options. Some housing advocates however, contend that housing assistance is unnecessary and is an income subsidy that should be combined with other social safety nets (Clark, W. 2008).
Despite increased diversity across the country, America’s neighborhoods remain highly segregated along racial and ethnic lines. Residential segregation, particularly between African-Americans and whites, persists in metropolitan areas where minorities make up a large share of the population. This paper will examine residential segregation imposed upon African-Americans and the enormous costs it bears. Furthermore, the role of government will be discussed as having an important role in carrying out efforts towards residential desegregation. What I learned this week which I found most interesting is the evolving situation of housing segregation in this country. If I would have been asked why our country is still so segregated I would say that this situation is due to the fact that we had Jim Crow laws in effect only 60 years ago and many communities have just not changed that much since then. What I wouldn’t have guessed is the widespread extent to which the races intentionally segregate themselves. Less than 50% of both blacks and whites say they want to live in a community of people who look like them. Wilson (2011) research proves that the Federal Housing Administration (FHA), contributed to the early decay of inner city neighborhoods by withholding mortgage capital and making it difficult for these areas to retain or attract families who were able to purchase their own homes. As the federal government created this program it excluded certain inner city neighborhoods. This exclusion created “redlining” which assessed primarily on racial composition. People who wanted to get out of public housing and purchase a home in a redlined neighborhood were denied proper mortgages, even if they had sufficient funds. Wilson (2011) says that such restrictions such redlining restricted many opportunities for building or even maintaining quality housing in the inner city, which in many ways set the stage for urban blight that many Americans now associate with black neighborhoods. The American dream, the right to own land, build a home, and start a family. Unfortunately this was not always the case as Blacks, Hispanics, and other minorities were discriminated from the early 60’s to the late 80’s and even still today. Segregation plagued the U.S., placing minorities in lower classes than whites, restricting certain rights and freedoms that our constitution laid by our forefathers has been implemented to protect U.S. citizens.
Those who cannot afford the high prices of housing are often forced out into the streets where they face a very uncertain future due to the number of abuses they encounter daily from all walks of life, with the most damning being the vagrancy laws that come into vogue in areas that are getting gentrified, which many cities have passed to “protect” their newfound assets and tax base from the “lowering” of property values. Furthermore, when cities such as Los Angeles demand that property developers set aside affordable housing for lower income people, they get sued in court, such as in 2009, when real estate developer Geoffrey Palmer successfully sued in order to overturned an ordnance which required that. This was also the same man who also proposed building a footbridge connecting two of his buildings to minimize contact with people he deemed undesirable (Davis).
Different areas of the private sector took control of the racial segregation. Areas such as real estate, banks, labor, and toxic waste locations have participated in some way to continue the segregation and inferiority of people of color. “African Americans and other communities of color are often victims of land-use decision making that mirrors the power arrangements of the dominant society” (Bullard [1994]2004:269). The land-use decisions are used by the real estate industry. The real estate industry along with the bank industry have worked together in order to make it almost impossible for people of color to acquire their own homes. When individuals of color do obtain their own homes the real estate industry corrals them all into one zone. Then the banks charge homeowners in these zones high interest rates on the mortgages needed to maintain their home ownership. “Zoning is probably the most widely applied mechanism to regulate urban land use in the United States” (Bullard [1994]2004:269). When people of color are corralled into a neighborhood the quality of the neighborhood is diminished. The
In “The Complexities and Processes of Racial Housing discrimination” by Vincent J. Roscigno, Diana L. Karafin, and Griff tester, the main concept of racial disparity and inequality among neighborhoods is discussed, and how those inequalities became to be. They first highlight the wide range of potentially exclusionary practices, through qualitative and quantitative data comprised of over 750 verified housing discrimination cases (Roscigno, p. 162). Citing the U.S. Census, it is found that Blacks, compared to Hispanics and Asians, continue to experience high levels of residential segregation. This is done through discriminatory practices, whether they be by exclusionary or non-exclusionary methods. Even after the passing of the Fair Housing Act in 1988, discrimination against Blacks and Hispanics decreased somewhat, though African Americans still appeared to take part in racial steering, and Hispanics continued to have limitations in regards to opportunities and access to rental units (Roscigno, p. 163).
Affordable housing has become the paramount issue of cities and dense urban areas. San Francisco is the posterchild of an unaffordable city that regardless of immense investment from blue chip firms like Google, Facebook, and their ilk of startups evaluated at $1 billion or more, policymakers and elected officials must wrestle with the housing affordability crisis that is considered endogenous to swaths of homelessness and record statistics on crime. In New York City, Mayor Bill de Blasio has made affordable housing the centerpiece of his legislation and championed the cause as a social justice issue—neighborhoods must remain affordable to maintain diversity for all races, ethnicities, and low-income families. A small sample of 827 New Yorkers by the NY1-Baruch College City Poll found the main concern of respondents was affordable housing while crime, jobs, and homelessness were peripheral problems (Cuza, 2016). The public discourse on how to address housing across the United States has pointed to negative externalities that surround rent-regulation and homeownership. Conversely, for this essay I will present various cases in order to illustrate the housing crunch is influenced less by housing and land regulations, or antagonistic homeowners but is induced by global market forces.
“I took a trip to Oakland, California and fell in love with the area. We stayed at an Air B&B for the three days of our stay and the house was absolutely beautiful, it looked like my dream home. Despite all the glitz and glamour around us we noticed a large amount of homelessness compared to Columbus. We found out that this property is not someone’s home but a house used strictly as an Air B&B. When you hear something like that and see the amount of homelessness it makes you wonder how many of these homes are strictly for show? So after researching I found out, the reason for the rampant homelessness can be attributed to large increases in rent. Even worse, the cause for the increase is due to Silicon Valley” (Kasongo, 2017). Unfortunately, rent increasing virtually overnight is the reality of many low-income families. This situation is called gentrification and is felt throughout the world, from the Midwest, East coast or even Western Europe, no region is immune to this process. Gentrification in the Midwest is extensive and wide causing the displacement of many low-income minority residents which can lead to even bigger issues.
Article 25 of the Universal Declaration of Human Rights asserts that housing is a fundamental component to a decent standard of living, yet few city governments--even in the most developed economies--have proven themselves capable of ensuring such a basic right to their constituents (United Nations, General Assembly). Ranked 49th among the 50 U.S. states for its number of housing units per capita, California has notoriously struggled with chronic shortages in its urban housing market. With 118,142 homeless people recorded in 2016, California holds almost 22% of the nation’s homeless population (Fact Sheet: Homelessness in California 1).
