To begin with there is no identifying name or reference number so as to separate this request for proposal from any other that the originator my have out for review. There is no creation date or closing date for applications. This makes it very hard for the contractor to reference this RFP in correspondence to the point of contact. With the fact outstanding that there is no point of contact listed or a contracting office or department named in the RFP, collecting addition information presents it own problems. Firstly, I would like to change th principle about the job going to the lowest contracting bidder. Although seemingly best for taxpayer, it can be end up being more costly since the job can be performed in a shanty manner. Other methods and measurements should be introduced so that price should not be the only factor.
There was a suggestion to form an evaluation committee jointly with the team before starting with the project planning and we agreed it would be a good idea to justify the project with them, giving them opportunity in reviewing and prioritizing all the requirements also they will have the chance to be involved in the project development and at the end we can reach a consensual decision in selection of best bidder. The evaluation committee was formed by members from on-site team, field supervisor & me as a team leader , and I was required to travel on site to hold meetings ,discuss about bidders’ proposals, address all inquiries to reflect any modifications in the scope and finally, prepare the final recommendation report but in my opinion, the main purpose for formation the committee was to develop a teamwork environment and focus on building a relationship, it was a door to launch a direct communication channel and allow myself to be accepted if we wanted the project to succeed.
